To fulfill this demand, the establishment that handles the universal top-level extensions, ICANN, introduced the .MOBI domain name extension in 2005. The first registrations were started in September 2006, and the idea behind this TLD is that all websites that use it have to comply with certain regulations. In other words, all dot MOBI websites need to be built to be viewed faultlessly by mobile devices in agreement with the so-called “MWI Best Practices for mobile content” created by the W3C Mobile Web Initiative (MWI) in cooperation with the dot MOBI Registry. These involve how a page is being navigated, the way it is being displayed (form and size), etc.

The restrictions have raised some questions due to the fact that the universal top-level extension is the only one that specifies what devices need to be able to open a website and the way in which this needs to happen, breaking the so-called principles of device independence, according to which a website should be created in such a way as to be accessed by the majority of browsers and devices, be they mobile or stationary.
